CORFO Platform Modernization

PROJECT DESCRIPTION

The Production Development Corporation (CORFO) is the Chilean government agency, with a multisectoral scope, in charge of promoting national production and promoting regional economic growth.

For this state agency, we developed a solution on an Oracle platform, within the framework of the modernization process of the State of Chile. The main scope was the reimplementation of the business processes that CORFO has for its beneficiaries, since it was necessary to improve access to information, and also facilitate the orientation procedures for the application of financing instruments.

To achieve this, a content manager (in this case Oracle WebCenter Sites) and business process automation tools were integrated. Initially, flows and processes were built to support citizens’ application for the most suitable financing instrument. For this, segmentation rules were used according to the reality and the information provided, in order to guide the applications.

Additionally, flows were implemented to manage the award, monitor the project in execution and, finally, manage its closure when appropriate.

Finally, making use of the WebCenter Sites functionalities, a content management tool was delivered for the CORFO Public Portal, which facilitated the daily work associated with the process of maintaining and publishing relevant information.

 

Formalization Process

Along with the above, we updated the functionalities of the Formalization Process, migrating the following business flows to Oracle BPM:

  • Preparation of the agreement. That corresponds to the flow that is made between the beneficiaries and CORFO to execute a project with contributions from CORFO.
  • Signature of agreement. In this case, it is the approval and signature process of the beneficiary and representatives by CORFO for the program or contest.
  • Preparation of resolution. After signing, we proceed to the process that formalizes the signed agreement according to CORFO’s sphere of competence.
  • Resolutions affected. When the amounts are greater than 5000 UTM (about 320.00o USD), an additional step is required, which corresponds to the flow for taking a reason by the comptroller.
  • Budget validation. Flow that allows the review and commitment of the budget necessary for the payments agreed during the execution of the project.
  • Resolution signature. For the process of approval and signing of the resolution by the legal area and CORFO management
  • Officialization and Closing. Finally, the process of notification to the beneficiaries, parties office and integrated systems to carry out the closing of the formalization.

Technical Detail of the Project

The project required 10 months and Agile methodology was used for its implementation. Meanwhile, over the course of the project, roles of project managers, architects, BPM Consultants, developers, graphic designers, and QA analysts participated.

Technologically, the implementation was achieved using Oracle WebCenter Sites for content management and user profiling. On the other hand, Oracle WebCenter Portal for Portal integration. In addition, Oracle BPM for business flows and Oracle SOA Suite for integration with external systems. Finally, for the more specific functionalities, they were programmed in JAVA / JEE with ADF framework and Microsoft .NET / C #.
