Subsecretaría de Prevención del Delito, is an agency of the State of Chile under the Ministry of the Interior. This institution is responsible for preparing, coordinating, executing and evaluating public policies aimed at preventing crime, as well as providing support for rehabilitation and social reintegration to lawbreakers.
Among the programs offered by this institution to people is the victim support program. This aims to promote that people who have been victims of crimes, through the exercise of their rights, overcome the negative consequences of being a victim and do not suffer secondary victimization. Related to this program, Tecnova participated in the development and subsequent improvements of two platforms that support this management: the Orientation and Information System (SOI) and the Second Response Service (SSR).
Orientation and Information System
The SOI system provides guidance and specialized information, helping victims to face the most immediate aspects of the occurrence of a crime. At a functional level, the system converges on crime reports that arrive through telephone calls, online forms, or through information provided by other state institutions, such as the Police (PDI). This system is the technological support that allows managing and offering both social and judicial support to the victims.
Second Response Service
On the other hand, help actions are managed and executed through the Second Response Service (SSR). Through this second system, people who have been victims of crime can access comprehensive and specialized care. This can be through free psychological, social and legal help through actions aimed at overcoming the negative consequences of the crime.
Technical Detail of the Project
The SOI Tecnova system was implemented with the Incremental Cascade development methodology, with processes based on CMMi. On the other hand, its subsequent improvements were addressed with the SCRUM methodology.
On the technological side, the SOI system was built with Microsoft .NET / C # and SQL Server Database. For integration with other systems, WEB services were consumed, for example for integration with SSR.
